Virginia Police Chiefs Select Virginia State Police Special Agent C. Scott Wade to Receive the 2018 Outstanding Contribution to Law Enforcement Award

The Virginia Association of Chiefs of Police & Foundation (VACP) on September 11, 2018 presented Virginia State Police Special Agent C. Scott Wade with the Award for Outstanding Contribution to Law Enforcement. The award was presented at the VACP Annual Conference held this year at the Hotel Roanoke in Roanoke, Virginia.

The Award for Outstanding Contribution to Law Enforcement recognizes an individual's conspicuous act or achievement in the performance of some duty that results in an exceptional and responsible contribution to law enforcement.  The act or achievement must clearly distinguish the individual from others in the same or like circumstances.

As a veteran narcotics investigator, Special Agent C. Scott Wade continually sees the plague of opioid use and distribution on the Eastern Shore in what has become a statewide epidemic.

Special Agent Wade created a special coalition designed to address the epidemic through education, prevention, and intervention. The Coalition consists of the Accomack and Northampton Sheriff's Offices, the local Probation & Parole district, and the Eastern Shore Community Services Board. The Coalition's achievements are recognized statewide as a model for other communities to employ.

The Coalition produced two unique videos that were shot and edited by the Virginia State Police videographer. One video documents the story of the Alleghany County Sheriff and his son's continuing recovery efforts, and the second video features an Eastern Shore family's journey after the fatal overdose of a loved one.

These efforts resulted in the introduction and passage by the Virginia General Assembly in 2018 to authorize the establishment of local and regional drug overdose fatality review teams. Governor Northam traveled to the Eastern Shore in May to attend Special Agent Wade's coalition presentation and to sign Senate Bill 399 into law.

Senate Bill 399 is a tremendous law enforcement aid that enables the teams to conduct contemporaneous reviews of overdose deaths. The new law also promotes cooperation and coordination among agencies investigating fatal overdoses, and aids with the tracking of patterns and clusters related to overdose deaths within communities.

Special Agent Wade's impressive work and tireless efforts to see this legislation enacted comes in addition to his full-time task force duties and investigation caseload. His goal is to see similar efforts extend across the Commonwealth in hopes of saving more lives.

The Virginia Association of Chiefs of Police and Foundation is proud to present Virginia State Police Special Agent C. Scott Wade with the 2018 Outstanding Contribution to Law Enforcement Award.
